In the UK it is French.
1. The Department for Education and Skills has a national languages strategy called "Languages For All". In its implementation progress report, in 2004, it found that, of the 19 existing "Pathfinder" partnerships, all 19 teach French, 18 teach Spanish, 14 teach German, and 6 teach Italian.
2. For clarification, the 19 Pathfinders include 888 primary schools, 179 secondary schools and 31 specialist language colleges.

If I were to base my answer on the amount of books available on the language at the books stores and also that you can find at the second hand stores and the courses offered at the local college in languages then it is French and then Spanish here in Los Angeles. I think that French is the most popular language to study. But, if we are talking a second language that people actually speak a little of ... then here it would be Spanish.
I am thinking that it may be that there is more opportunity to speak French in England than here so it may be that French and German are the most common second languages.

In England, I would say it is French but the truth is people in the UK are not so interested in learning a foreign language,cause they don't have the motive to do so as long as english is spoken all over the world. In the US it is Spanish because half the nation is form Latin America and spanish is very useful to know.In Europe,depends on the country.In Mediterranean countries they learn English and then French or German.In Scandinavian they also learn Russian in school.

By definition of Mandarin being the world's most spoken language (China etc), surely English is the next most spoken. But if you mean the language that most people have as a second language, it's probably French in Europe and English everywhere else.

In Rngland it is usually French or German (I refused to learn German out of respect for those that died so we didn't have to learn it).
I'd rather they taught Spanish though much nicer language and people than the French. I think Spanish is popular in the US because of the Whole Latin America and Latin American immigration there.
Lot of respect for spain but come on guys quit the Bull fighting thing its a bit sick like don't ya think? Apart from that Spain is a great place man. Sun sea good food gorgeous women.
