The Unlawful Internet Gambling Enforcement Act of 2006 was added to The Port Security act earlier this year. It was not voted one, but added to a bill, that was guaranteed to pass, in committee. The UIGEA makes it illegal for financial institutions to transfer money to gambling sites, but does not make playing illegal. Even though neteller is not a US company the founders were arrested in the US (even though they haven't been with the company for years). While the U.S. doesn't have any jurisdiction over them (they're based abroad), they arrested two founders recently and are using similar tactics to intimidate online gaming firms into banning U.S. players.

If you aren't based in the U.S., however, you can still use Neteller to deposit/withdraw from online gambling sites.
