Not reputable ones. I'd avoid anyone who is willing to tattoo you underage. Thats illegal and they all know its illegal so if they break that law, who knows how many other theyre breaking? (safety regulations, using sterile instruments, etc). If I were you, I'd do this-
Research tattoos, find one that you're in love with and save that image. When you're 18, look at the tattoo you thought you wanted now. If you still like it, then its more than likely something you're dedicated to, so go for it. If you look at it when you're 18, and hate it, be glad that you werent able to get it as a tattoo earlier because then you'd be stuck with it for life.

I really think that you need to re-think what you are doing to your body. You have pierced your own lip, and quite possible gotten a dangerous infection. Now you are requesting information on getting a tattoo when you are underaged. Any respectful artist would not tattoo a minor, no matter what. And if you find someone that will tattoo you, you are asking for a whole mess of problems. I really think you need to take a good close look at yourself, and wait until you are of proper age to get a body modification. There really are reasons that you have to be 18, one of them being that at any younger age, your body is not done growing, and any sort of tattoo or piercing is at greater risk or stretching, rejecting, migrating, getting stretch marks through it, ect.
Wait until you are 18, take out your lip piercing, and pray that you do not have an infection that could land you in the hospital.

According to my brother who just moved up from being a cop in California tattoos under 18 are illegal all together. As they are in Washington. At any proper shop that is.

huney-- it's like a law.. You can't go anywhere in the US and get a tattoo under the age of 18 unless your parents sign for it..
unless you know some people that can hook you up.. become friends with friends who work in tattoo parlors.. go in there and hook up with the tattooer.. :) that's the best I can tell you..
But there really is one way.. the same way I did.. becuse you have to be 16 in order to even get a tattoo with a parent signarture you know? but I was 14 when I got mine.. They told my mom i was too young she couldn't even sign... So We went and got me a fake ID... That's the best way I can tell you

I'm sure there are places, but if they are willing to tattoo minors and break the law I really wouldn't trust them at all. If they break the law, I'm sure they break health codes and other important safety measures too.
Just wait until you turn 18, you'll be happy that you waited and a lot more thrilled about the experience.

no.. noone wil tatto anyone under 18 .. even if they are 16 or 17 and have a pranet wiht them they still wouldnt do it! the laws have gotten more strict.. unless this shop wants to get shut down... then they would.. and i bet if they did you would end up with hepatitis or some other disease. cause if they dont care they are tattooing a minor then they obviously dont care abotu what happens to them or you....

If there is a tattoo place that will do work on a minor without consent avoid it. A place that will circumvent local laws regarding age could just as easily be swayed to avoid laws regarding sanitation and sterilization.
