61.103 Eligibility requirements: General.

To be eligible for a private pilot certificate, a person must:
(a) Be at least 17 years of age for a rating in other than a glider or balloon.
(b) Be at least 16 years of age for a rating in a glider or balloon.
(c) Be able to read, speak, write, and understand the English language.

in the past, you can become a pilot without being an educated person.
to be a pilot today, you got to have education. basic is a recognised degree. but it does not matter which degree :)
all that is just said, is for a commercial pilot's licence/certificate.
to take a private pilot's licence/certificate, the theory part is not tough, but still you have to have the ability to read and write in English.

Don't let anybody kid you about this. You can get a license to fly, but you will be restricted to fly only in your country, in uncontrolled airspace. You must be able to read and speak English to talk to aircraft controllers.
The mathematics part is where you would have problems, because you have to know a lot of things pertaining to the aircraft that requires some math to figure out.

Ask Bush Jr. Not only was he a pilot he became President of the United States.
So education isn't one of the requirements, neither is speaking English

Yes he only needs some hours learning and if you do gliding and have been solo you only need 20 hours BIG MONEY SAVE!
