You know, I never thought about it before, that is curious!
Maybe it's the "dribble" factor.
Or maybe it's a safety thing so some idiot can't get their head stuck...weird things happen in public toilets...

Are you talking about the gap between the toilet bowl and the seat? or the back to the tank>>>if it's the first then I would say public seats are much stronger then the ones we buy for our home>>thats why when we sit for to long the prongs become crushed,,meaning we need to buy a new seat..lol

Great question! One guess would be that shy guys that use the toilets to pee and don't lift the seat wouldn't dribble on the seat. Just the rim.

I believe it could be for males who are large enough to want to hang their member out of the toilet, when going #2, as to keep from any infections by letting their manhood drown in bacteria infested toilet water. :)

They are for boys who pee with the seat down while standing up. They just use it universally inpublic bathrooms because its easier.

since it is a public toilet a lot of people use it and its done so that your private part don;t come close to where other people private parts have been. it creates an extra margin of safety from spreading germs and bacterias

it provides a place for the bacteria and std's to hang out while waiting for their next victim. there's so many now that they formed a union, sued the toilet manufactures for discrimination, won, and now we have a gap on our public toilets.
