i am easily frightened, i am not a hero, i ran and he burned up before other neighbors hosed him down. he sounded awful and scream a lot but he died. was it my fault? i cannot handle excitment and they turned me down for the navy. I am a fearful man. is that so bad?

You would be in pretty serious trouble if you were a professional firefighter. Otherwise, while it would have been appropriate for you to have called 911 on your neighbor's behalf, you are under no legal obligation at common law to do so. How to enforce such a duty?
The real question here is what exactly was your neighbor doing that caused the fire? Was it a reasonable thing for someone of his skill to be doing and doing it where he was doing it, if you see what I mean. If not, did he cause any foreseeable harm to others nearby?
It's sad that you felt unable even to call 911, but again, the average Joe is not expected to know how to put out fires. It's probably safer for everyone not to try unless you know what you're doing.
And gosh help the hero whose rescue attempt fails resulting in death rather than injury had the victim been ignored. There is also that unpleasant line of case law.

about it being your fault well if you ran off and didnt call the cops id say yes but if as you were running away otheres were running up then id say no but there is little that could of hapened to you if you hosed him down so id say you are a coward you should of helped
