Codeine is an opiate, and over time, its use (even on an occasional basis) lead to both mental and physical addiction.
It is a bad idea for anyone to get into the habit of using alcohol or drugs to relax/unwind.

This is why some of these over-the-counter medications are now sold only at the pharmacy. This has been on the news, Dr. Phil did a show about it and the police and schools are now aware of it as well. It's called Robo-trippin. Basically, kids are getting high on cough syrup and sudefed type products. I will not attempt to spell the actual ingredient that the kids are looking for but it's like an epidemic. Police and schools are aware because if they find a student to be high or acting strange and find some cough medicine on them they have their answer. Tell your neighbor to take her kid to the doctor - this is very serious and dangerous. This has killed kids. Go to Dr. Phil's website and you can look up past show and see highlights. This girl needs some help. Take care.

Using medication for other than its intended purpose is drug abuse. This teenager is in need of help. She should check into rehab.
Many teenagers take cough syrup for the combination of alcohol and antihistamines, which have a depressive "relaxing" effect. However, preparations like this also often contain drugs like acetaminophen or ibuprofen, and getting an overdose of these drugs can do serious damage to the liver, for example, causing a number of health problems over the person's lifetime.

There is no reason to take cough syrup if you're not sick. If you just need to relax and unwind, drink a glass of red wine while listening to some smooth jazz.

Codeine is a narcotic. People who take "medicine" not because they are sick but just to relax or unwind are usually called drug addicts. There are other ingredients in cough syrup I cant spell it but the abbreviation is DM (just to list one example) that are commonly used to get high. The teen should get help before it's too late.

Becoming dependent on the cough syrup would be a cause for concern. The next thing you know you may be making it a daily habit! The other issue is when you are ill, it make not have any effect if your body becomes immune to it.

Many over-the-counter cough syrups, especially those containing codeine, are addictive, regardless of age. Your neighbor would be wise to remove any medications from areas easily accessible to her daughter; dispensing only when absolutely necessary.

It may make you get sick yourself...
Also even though she may not realize it she can learn to depend on it. Everytime shes feels stressed out she'll turn to the cough medicine (Just like some develop a dependency on pills) Well it does go down to your stomach so possible damage to your liver and so on could occur even if its taken only ocasional.
Hint to Her: Read all of the ingrediants that your digesting to get an idea. (Look on the back it should be there)

A recent problem is teens drinking large amounts of cough syrup (i don't know what kind) to actually get a high or drunk feeling.
