ok, his paintings are really famous, and they are really simple, rectangles bordered in with black, and all the rectangles are filled in with primary colors, like blue red and yellow....i can't remember the name of the artist....

Sounds like you're describing the works of Piet Mondrian.

Many would say Mondrian, but I think that Pierre Alechinsky also did some kinds of work (I DID NOT say art!)
