Maybe this is way too obvious, but the end of this article gives instructions on how to create this look. But is your hair naturally straight, wavy, or curly? If it's already wavy, you could just scrunch it with mousse and then curl a few of the front pieces with a curling iron (leaving out the ends as someone instructed above). Mousse doesn't necessarily make your hair crunchy...just don't use too much. If your hair's not wavy, I'd try what the article says.

The key to having loose curls is to leave the end out. Wrapping the end will leave you with Shirley Temple curls. If your hair is long, get a curling iron 3/4 to 1". Start at top, wrap around, and leave about 1" -1 1/2 " out. It will look odd while doing it, but the finish will be great. Seperate slightly with fingers. If your hair is hard to curl, try Biolage Thermal Protectant to lock in curls.

First, it would be better if we had a pict of what your hair looks like now. Here is a good routine: (If your hair is straight) Shampoo, then deep condition with Mixed Chicks Deep conditioner. Then while blowing, iron a few curls into it and a touch of hair spray. If your hair is curly, you will have to do the same routine, but blow it striaght before ironing in a few curls. Good luck.
