My son had candy sushi at his party and all the kids loved it. You need Fruit roll-ups (it's a big flat square of flattened fruit candy - I think it's also called fruit leather - have a look on the internet). - Candy/Jelly snakes - Marshmallows.
Open up the roll up and lay flat on the cutting board. Slice the marshmallows in half and lay a line on the roll-up. Lay two different coloured snakes along the marshmallows. They will stick to the sticky cut part. Roll it up like a sushi and chop it with scissors. Lay them out on a plate. They look awesome and really are yummy.
Another thing we did was when he had a hulk party (maybe a bit spooky for a goofy party) - we bought a whole round melon. We sliced the top off and drew hulk's face on the side of the green melon. We used a "melon-baller" tool and made balls of red-melon for his brains. It was healthy and the kids loved eating Hulk's brains.
You could do Goofy dogs - ie. little hot-dogs - buy everything in mini size - the buns, the weiners. Cute but tasty.

you can make dirt pudding, get a flower pot like the terra cotta ones and crush up oreos, its best to get the white cream out of the middle, make a couple packs of chocolate pudding, put half of the crushed oreos in the bottom, then the choc. pudding, then the rest of the oreos, you can add gummy worms and a small shovel for dipping out the pudding.

you can make cookies with cream in the middle of them with goofy eyes and ears on the out side.
