On the pavement side, when facing the fountain in the White House garden, you can notice a small black box reading "Welcome to the White House" with a press-button on it ??? what's its purpose ?? I pushed it and nothing (bad -unfortunately) happened ! Just for dumb people to try it ?? ;-)

Beings the only way you can get tours of the white house now are through your Congressman or knowing someone who works there...the button is most likely disconnected if it was for tours. There are fountain in both sides of the white house on the north and south lawns so specifically which one are you talking about? North lawn is off Pennsylvania Ave. and South lawn is off of E St.

it is for someone to direct you how to get in to the tours and it must have been out of order and the person answers your questions like tour hours and things like that
