Yes, but they would almost certainly never be diagnosed as dyslexic. Dyslexia is not a disorder of vision, and it effects a number of areas besides written language, such as the ability to memorize trivial information, and even the manner in which someone holds a pencil. However, it's almost exclusively diagnosed based on a deficit in reading skill relative to grade level and overall intellectual ability. Dyslexia wouldn't effect reading braile the same way it effects reading normal print, so a blind child wouldn't show the particular type reading delay that would ultimately lead to a diagonsis.
