If it is yellow then it is probably not worms. Take him to the vet for he probably needs meds.
Do you realize that for every 1 person born, there are 7 puppies and kittens
born? At best, 1 will find a forever home.
And don't forget, that every "Free-to-good-home" litter takes homes away
from animals already at the shelter.

STOP letting your pets; or your friends, relatives or co-workers pets
contribute to the problem.
If you love animals, it is NOT ENOUGH to merely say "My pets are fixed".
Vow to educate and enable others to fix their pets too.
Spaying just 1 female dog or cat, will prevent 6 others from ending up in a
shelter the following year.
Please be part of the solution, NOT the problem!

I doubt if he would have worms on his "ding dong". A cats penis normally isnt even visible. It kind of draws up inside...only sticks out when they are pissing or during sex. So...what did you do to get a look at it?

hmmm... my first thought was you must have examined this part of your cat very well.. too well almost..
But for your question, no. worms are white and they look almost like grains of rice.
sounds to me like it is some type of infection going on. He is most likely very uncomforatble. I'm not a vet so even if I could dx, I couldn't from here.

Please get him to the vet as soon as possible.

I am presuming you mean his jingle-bobs (testes).

If the yellow things move, take him to a vet probably has worms. They will give you little pills for him to take.

if those lil yellow hingis look like gritty grains of sand, they may be crystals expulged from the cat's urethra. They cause blockages and can be life-threatening. Just to make sure, get your kitty to the vet to be seen. :)

i have never really heard of anything like that but take him to the vet and see if you need some kind of medicine or something.
