The best place to apply for a Pell grant is to apply by filling out the FAFSA form because it will tap into state, federal and college level funding sources. It is free to apply for consideration. It is based on both family income and resources. However, there are additional sources for funding college.
First, a current high school student can locate local scholarships in the high school guidance office.
Second, the college's financial aid website and office has a lot of information on financial aid and scholarships. It often lists private scholarships from outside organizations and companies. Sometimes a college major's website will list some, too.
Third, the public library has a book listing scholarships with some not even listed on the web.
Finally, join several free membership scholarship search websites. Scholarships do not have to be repaid. It can help someone find scholarships based on interests, sports, college majors, religion, organizations, companies, etc. Most are updated on a regular basis. Most offer a customized search based on information entered into a form on its website.
