Club lengths are determined, not by the golfer's height, but by the distance from the wrist or top of hand to the floor, standing straight, wearing shoes.
That being said, putting is highly individual, so some like a longer shaft, others a bit shorter. I'd recommend buying a 34" putter, as it is the most common. Talk with the salesperson to verify that it can be returned for a 35" putter, should it be required.

I'd agree. 34" is the most popular, I've read that it pretty much encompasses the vast majority of males. 5'9" is a bit on the short end, but I'd say he's likely already playing a 34" putter. Therefore, you wouldn't want to change the shaft length on him.
If you can find out by just sneaking a peak at his clubs, it may help. Whatever he's currently using is what you should get him. I'm 6'1" and use a 34", and was told I might be better with a 35". When I made the switch, it was horrible trying to get used to it, and I switched back pretty quickly.
If you can't spy on his putter, grab a 34".
EDIT: Just don't take the wrapper off of it - if you end up being wrong, I'm sure you can just return it for the right length.

In order to get this exactly right, the measurement you would need is how far it is from to top of his left wrist (assuming he's right-handed) to the ground when he is in his normal putting posture with his arms hanging freely. Now, I know you don't have access to that, so, let's assume that he doesn't have gorilla (longer than average) or alligator (shorter than average) arms. At 5'9'', I would suggest a putter that is 33 1/2 inches.
Standard, off the rack putter length is usually 35 inches, so make sure you let them know you need a specific length. Also, make sure that the sales person you are deal with has a club fitter alter the length correctly. If they just chop and inch and a half off the top without making the proper adjustment, this will compromise the swing weight and cause your man more harm than good.

Height generally doesnt matter when it come to putters but personal choise does matter! Maybe u could could go and get an average price from a golf shop and get him a certificate...then top it up a bit if u want so he can get a putter that he wants and maybe some balls if funds allow. What a nice thing for u to do for him. I'm sure he will appreciate what u r trying to do for him.

All putters are regulation size. You only need to get larger clubs if you're 6'-1" or taller. Hope this helps.
