This actually happens alot. You took you're kitty Mumble to go get neutered thus exposing him to all these new smells. And guess what, Duece smells these new scents. And to a cat a new scent isn't a good one. In a way, in kitty world its almost like Mumble has become a completely different cat. Just give it a short time and the offending smells will leave Mumble and Duece will be happy to have his buddy back.

Ok it's very probably that Duece smells the Vet on Mumble and that's why he's reacting like this. The smell will wear off or you can a couple things you can do.
1 Take a clean cloth, Rub it all over Mumble then all over Duece. That will mix their smells up.
2 Put of couple of drops of vanillia on each cat. Has the same effect.

Sometimes animals do this because the one that comes home smells like "vet." Your cat Duece stayed at home while Mumble was away being neutered, yes? So, now Mumble doesn't smell like himself. After a little while, when he returns to his normal Mumble smell, Duece may calm down. If you have something pre-vet that Mumble slept on, you could try rubbing it on him; or else just wait til his own self-cleaning does the trick.

This would likely be a good time to consult your vet.

But I'd have to say...maybe. It may simply be the other cat asserting dominance over the freshly neutered one as it is showing weakness.

deuce may still smell the vet smells on mumble and it reminds him of when his winky was fixed,
if they were friends before they will be again
