If you copy program files on your old hard drive onto a disk, and then put those files onto a new hard drive, will you be able to use the program? Or do you have to install the program again from the CD?

No, you have to install the programs.

A program installation adds necessary files in the registry that you would not get if you just copied program files.

I saved what I wanted to transfer on CD but the programs had to be installed again

if your new computer doesn't come pre-installed with the programs on it, then you will have to install those programs you want to use on your new machine.
