Sounds like an invite to me. He's kinda being petty I think. You did nothing wrong, and probably nothing more you could do without thinking, geez, does he want it engraved? If you had asked me, I would have considered it an invite an accepted graciously.

Did he forget you invited him? Maybe it slipped his mind and then he covered up his forgetfulness by stating that you didn't invite him.
Sometimes I get this way too though. If someone says to me 4 months ago, "Come to my party" and then 4 months go by and I don't hear from them, I assume I am no longer invited.
For birthday parties, its a good idea to send out invitations in the mail so there will be no confusion on who is invited and who is not (or a friendly phone call reminder the week of the party).

Yes, it is an invitation, but not a very good one.
You should have used the word "please," as in Would you please come to my son's birthday party. Or you could have sent the guest an invitation card. This is the proper way to do it. You want to be formal in a situation like this because the unsaid part of your invitation is that you are asking for that person to bring a gift for your son. It would be rude not to.
They may have been a little stuck up by not showing up, but you may have been too casual in your invitation. Since you are the host it is up to you to set the polite standard.

Yes, it's petty. To me, that WAS an invitation. Sounds to me like he didn't want to come, and is trying to turn it around and make it your fault. Lame.

i would of taken it as an invitation...unless official invitations were sent out and then i was advised verbally a few days before the event...i would have then felt like an after thought

I dont think it needs to be on paper to make it a invite. Word of mouth is good enough for me.

I don`t do invites, I ring or tell people so if people don`t come its their problem. Tell him to get over it and grow up!
