Liquid will reduce as you heat it. It evaporates. Usually you bring it to boil and then down to a simmer. Reduce to half would mean you stop when you have half the liquid you started with. What it is doing is making the flavor more intense.

Cook or boil down until you have about 1/2 of what you started with. So far in your ingredients the wine and lemon juice will cook down some.

Put the ingredients in the pan recommended and put the pan on the stove top at the temperature recommended in the receipt. cook (usually at a very, very slow boil) until you have only 1/2 as much as you started with. This condenses the mixture and intensifies the flavor.

If the garlic is in a bulb simply cut it in half and only put in 1/2 the amount of garlic, same with the lemon, simply cut in half and squeeze fresh lemon juice and if the receipe calls for 1 cup of wine use 1/2 cup. If garlic is measured in 1/2 table spoon you would use 1/4 etc.

reducing means that reduce the liquid by waiting for the liquid to evaporate. in your case, you have to wait until it reduces to 1/2. it has to evaporate until it's 1/2.

you heat it upto a rolling boil usually.... it reduces by evaporation. If you started with 1 cup, you boil it down to 1/2 cup total.
