PROMIS, in cooperation with the daily Bisnis, has held Provincial rountable on 20 January 2007 in Surabaya concerning the regulations and licensing *obstructing/hampering* the growth of business at the provincial level and the solution being developed by local governments. This event was attended by stakeholders in the Province of East Java such as local government, NGO, Associations and many other stake holders.

i think hampering is better because obstructing means a total blockage, and in this context it seems to mean more that the growth is being limited, not totally obstructed. regulations and licensing hamper rather than obstruct. they are red tape, not a complete prevention of business growth.
