I've seen this at the end of several Wiccans' posts and am curious as to what it means.

It is representative of the moon, which is a symbol of the goddess. The waxing, full, and waning moons represent the three aspects of the goddess: maiden, mother, and crone. It basically is the wwjd of wicca and stands both as a reminder of the witch to "an it harm none, do what you will" and also as a blessing to the readers.
