According to the Bible God created evil.
(Isaiah 45:7, KJV) - "I form the light, and create darkness: I make peace, and create evil: I the LORD do all these things."
(Amos 3:6) - "Shall a trumpet be blown in the city, and the people not be afraid? shall there be evil in a city, and the LORD hath not done it?"

Unfortunately many Christians will say that God did not create evil, as a way of sticking up for God, because they can't understand why God would create evil.
If people believe that God did not create evil, that means that there is some alternative being with the power to create. That is dualism, much closer to Zoroastrianism.
I believe that God did not directly create evil. But I believe that he indirectly created evil through free will. He created the possibility of evil, but man actualized that potentiality.
I believe that evil is a necessary part of the best possible world God could create. The highest good entails the existence of evil and the freedom to do it, and be affected by it. I can give a fuller explanation, but that is a summary.

Are you asking why is there evil? I sort of liked the answer in the movie "Oh, God" part 2 (I think) where George Burns tells the little girl that you can't have one side of a coin and not have the other.
I think that's true in our realm of understanding. Since God created our realm of understanding then I guess I'd have to say that God created evil, but that's not exactly an authoritative answer lol.

God created a being with free will, and every reason to love and obey God.
"You had the seal of perfection,
full of wisdom and perfect in beauty,
You were in Eden, the Garden of God;
...on the day that you were created...
You were blameless in your ways
From the day you were created,
Until unrighteousness was found in you.
By the abundance of your trade,
You were internally filled with violence,
and you sinned......"

Thus evil was introduced into the creation.
"He was a murderer from the beginning, and does not stand in the truth, because there is no truth in him. Whenever he speaks the lie, he speaks from himself, because he is a liar and the father it." (John 8:44)

In the beginning God completely sustained His creation without blemish. That’s why it was perfect. He held every atom together in a perfect state. He kept the planets in their orbits. He kept animals from tripping and breaking their necks. He did not allow people to suffer and die.
Deuteronomy 8:4 gives us a little glimpse of how things might have been in the original creation. “Thy raiment waxed not old upon thee, neither did thy foot swell, these forty years.” God is omnipotent and perfectly capable of sustaining and protecting his creation.
When Adam sinned, however, the Lord cursed the universe. In essence there was a change and along with that change God seemingly took away a little bit of his sustaining power and allowed things like suffering and death into His creation. Now He permits bad things to happen—and this is a reminder that sin has consequences and that the world needs a Savior. Romans 8:22 says, “For we know that the whole creation groaneth and travaileth in pain together until now.”

God took pleasure in all of His creation ("http://bible.gospelcom.net/bible?passage=revelation+4:11&version=NKJV"), but He loved people most of all. He allowed the created universe to deteriorate so we would see the consequences of our sin. If we did not see the consequences of our sin, we would never see that we need salvation from our sin, and we would never accept His offer of mercy for our sin. Most people easily recognize that there is a problem in the world. This can be used to show them that there is one who has overcome this problem of death and suffering—Jesus Christ.

Imagine this ...God is the Holy Ghost
He created all living things including the Devil.
How can the Devil have more power than he that created him and the entity of the Holy Ghost is also the Devil.

God created Lucifer a perfect, sinless angel. Lucifer made a devil of himself. Freedom to choose is a cornerstone princple of God's government. God knew Lucifer would sin when he created him. But how angels also rebelled? (One third right). He also Adam and Eve, who sinned too. Just like us ,God Lucifer(Satan) gave muiltple times to turn back, but its our pride who doesn't let us. God gives free will to everyone, even angels, but He says choose who you will serve today. Let choose God today, because he knows what good for us. Amen
