Otherwise, there is always power available, even if none is currently being used. Although, without switching the main breaker to your house off, it would be extremely difficult to get your meter to stop turning, because most electronics and appliances use a small amount of electricity even when they are off.

If the meter is not turning you can be quite sure that there's no electricity being consumed in your house, it doesn't mean that the wires are not live though.

The electricity is always waiting (voltage present) even if current is not flowing. The meter shows if current is flowing.
