Yes you can. You can however petition for only immediate family members. Mom, Dad, Sisters and Brothers or a Husband or Wife. It's still a slow process. Your relative gets put into a new classification ( IR). or Immediate Relative. Then they don't have to wait in a long line of people without family ties in the U.S. I does make things faster however not a lot. Call the Immigration office nearest your home and they can tell you how to apply. Good luck.

Relatives
A Permanent Resident can petition for some relatives to join him or her in the United States as immigrants. Those relatives are your spouse and children, regardless of age. See our page on "Immigration through a Family Member".

Yes, you can as long as you provide proof of your permanent residency. Although, from what I have heard, being a US citizen first before filing the petition is better because you get top priority.

if you are permanent resident you can bring you relativ just to visit you like tourist,but when you become the citizen you can bring your spouse and childree to become permanent resident, and your parents can get some kind of green card

I think you have to be a citizen, not just a resident.
