Sure as long as you wash your hand before cooking, unless your just cooking yourself and you don't mind butt scum, then don't bother to wash!

It is always OK to scratch any itch you have if you feel the need and it is an appropriate time, but for hygienic reasons and out of respect for any unsuspecting guests whom might also be consuming your gourmet creations I VERY HIGHLY recommend WASHING YOUR HANDS with a good anti-bacterial soap after every scratch before you go back to being the eloquent chef you are:)

It is ok if you wash your hands after scratching your butt and before cooking dinner.

Well if you have an itch-scratch it...BUT as soon as you are finished scrub, not just wash but scrub your hands and fingernails (on top and underneath) with a fingernail brush and some good anti-bacterial soap. If you or your guests get sick from your food--we will know who to point our clean fingers to....

Before , During, [maybe a little fart or belch], and always ok after a good meal, its a sign of appreciation. And hey if your feelin' that good reach on down and give the dog a couple good scratches.

For sure
Even better, give yourself a little scratch while making dinner
For best results, do so when you have guests over
