I am a non smoker and the tenant below me smokes so much my apartment and all my stuff is starting to smell like smoke the lamd lords have spoke to him several time but the smoking has not stoped and i would like to know what to do next, in order to resolve my problem

Check with your apartment building, sometimes it is prohibited, so if someone sees you smoking you could be charged a fine on your rent or even be kicked out of the building. If you are someone's guest I would ask the person if it is permited or not. Peace.

there can be a rule against it but its not actually illegal
