I would stay with Photoshop.

It takes practice to get good at compositing real world elements together, especially people, but here is some tips:

1) Pay attention to lighting direction.
Try to select source material where the light is hitting all your subjects from closest to same direction as possible.

2) Create/scan/find source material with the highest resolution/size as possible.
Ideally, you want to work with a least double the resolution/size (600 DPI+) you want to print the final image at. This will allow to resize to a lower, yet print quality resolution (like 300 DPI), which will smooth out the edges of cut & pasted elements.

When working with the photos, all should be at same resolution as the lowest resolution photo. Then all elements will be closer in noise and grain.

The higher the overall resolution, the more detailed your mask/outline can be in cutting out elements from one photo to another.

3) Take the time to create a detailed mask/outline.
There are too many techniques to describe here on getting the best mask/outline for cut/paste elements, but you can create one by hand that is of reasonable quality if you take your time to do a good job. It's easier if the element you are cutting is on a solid contrasting background.

Pay attention to clothing and accessories that may be need to be included in the cut image mask to maintain accurate edges. Watch these edges carefully so the do or don't overlap properly with other elements in the composite image.

4) Pay attention to white balance.
Difference in white balance (cool/warm) will particularly be evident in lighter toned walls, larger surfaces, and skin tones. Adjust levels and hue to get your source material to match each other as much as possible.

5) Clean-up the edges of the cut & pasted source material.
Use 'remove white matte', 'remove black matte', and 'defringe' (under Layers >> Matting - menus). You can also try manually blurring the edge slightly.

6)Add noise to better quality images to make them look rougher like the lower quality images. This will further even out appearances.

That should get you started.

Adobe Photoshop is an incredible photo editing program. It is quite expensive and takes some time to learn, but OH is it well worth it. You can take any picture and make it look like a completely different picture. It does take time, time and more time, not to mention patients, but, again, well worth it. Good luck!!
