At one point he was doing good. He would run to the newspaper when he needed to use the bathroom and when I took him outside he would use the bathroom. Now he still you the bathroom when I take him outside but, now he pees on the floor instead of the newspaper. Then one time he used the bathroom right beside the newspaper. What do I do?

You will get tons of great advice on how to train your boy but I have a great way of dealing with the problem in the mean time. My chihuahua is a piddler too. He is a rescue and has many issues. He has is good days and bad days. He is very sensitive and can't handle much scolding. So I put a diaper on him. He wears a newborn size Huggies brand diaper around his waist. He is very used to it and it doesn't bother him at all. And the furniture stays clean. You can still train you pup to pee outside but while he is in the house keep him in a diaper. If you catch him peeing in his diaper in the house, still correct him and take him outside, but you won't have to scrub the carpet afterward. My mom and I have a patent in the works for an official dog version. If only more people put their problem boy dogs in diapers it would reduce unneccesary punishment and placing them up for adoption with unknown outcomes.
Also, my mom used to have a Westie female and she was very hard to train for a while. She was stubborn. I'm not sure if its a breed thing or if it was just her. So especially if the house training takes a long time please consider the diaper option. Good luck.

You taught him to make indoors on a newspaper. Then you told him to go outside. How confusing is that?
Your next challenge is to teach him to go outside and forget that it was ever OK to go inside. Good luck.

Puppies will try to push you to the limit, to see what they can and can't get away with. It is probly a fase that will go away in about a month. You should punish him when not done correctly and praise him when done right. Spraying him with a gentel water pistol is one way to punish. He should get the hang of it sooner or later. Don't worry! :)

just make sure that he goes outside. remove the paper. start watching him real close and take him outside as soon as he wakes up, eats, or play real hard. i hope that you have a crate for him. it will help you.

you shouldnt train it to do both it's way too confusing for them, keep up one thing and one thing only, keep training him to do the one that you prefer best. if he needs to go get up and take him outside immediately.
