As was mentioned, this will depend on just what you mean by "fastest." Outright top speed? Top speed in an actual steet car? Fastest Lap Time? And so on... and most of those have been pretty much covered.

Though I do have to add a comment about the Champ car and Monza... keep in mind that the current F1 cars are very close to that 800 hp range, and are still aerodynamically more advanced than the Champ car chasis. If you look at the lap times from the 1000+hp engines of '05 and the ~750hp engines of '06, you could say the Champ car would be a little quicker than the '06 if all other things were equal! The real factor here on which one would be quicker would be the tires, since Monza would generally be set up with little down force. The F1 car would likely still get better aero grip, but it would be the mechanical grip that would decide the faster lap. I've never seen a direct comparision, but I think the tire wars in F1 most likely resulted in a better tire in F1. Overall I'd expect the Champ Car to run a time that would be competitive against the mid-back of the pack teams (Midland, Torro Ross, etc).

It depends on how you define fastest.

Among street legal cars, the Bugatti Veyron arguably has the highest top speed, but cornering?

A Champ Car of a few years ago with 800 bhp could lap at Fontana (a 2 mile 5% banked oval) at 243 mph. Imagine what it could do at Monza versus an F1 car, since so much of the time is spent at full throttle.

A few years ago, Toyota made a limited run car (one of several named the Spider) that averaged 220mph on a banked circular track.

And the Arial Atom may be the fastest for acceleration and braking. It can go from 0-100kmh (62.5mph) in 2.9 seconds and from 0-100-0kmh in under 11 seconds. It's top speed is not spectacular (240kmh or 150mph) but at 470kg (1000 pounds) it can outcorner almost anything except for a Formula car.

Additional:

"Paul S", you're a rarity, one who likes F1 and doesn't look down his nose at Champ Car. Me, I'd kill for a chance to drive _any_ Formula car, including a StarMazda (they top out at 280kmh and cost less than US$100,000).

In Champ Car's testing this week, the new Panoz cars (750bhp Ford engines) are completing the 1.8mile Sebring track at 127mph, 0.5 seconds faster than last year, so there's obviously an aerodynamic and design improvement.

The new cars also have paddle shifters, something Champ Car has never used before. The car is lighter (75kg) and there is the possibility of carbon brakes in the future.

I mentioned Monza because of the few tight corners; it's the braking and acceleration that make the difference in Montreal (6 seconds per lap). Interestingly, when CART and F1 both ran on the same tight Detroit street circuit in consecutive years (1988 and 1989), there was a gap of less than 1.5 seconds (then again, Penske was still building his own chassis at that time and was not long out of F1).

- The outright fastest car in the world is called Thrust SSC, a turbofan jet-powered car which has achieved 763 mph (slightly under 1228 km/h)

- The fastest car on a track is a F1 Car.

- The fastest road registered car is the Barabus TKR which is about 20mph faster than the Bugatti Veyron

The Bugatti Veyron is the fastest. it goes 253 mph and has a 0 to 60 of 2.5 seconds. Some say the fastest car is a the barabus TKR but i dont think so as i believe it is a modified version of the bugatti veyron. The Barabus has 0 to 60 of 1.67 seconds and hast top speed of 270mph.
