I have never heard anyone bless the dead.
"God Bless You" is said because when you sneeze part of your soul comes out, but saying it puts it back.

A sneeze is supposed to have the power of hurricane-force winds and can expel evil jinns or spirits that have possessed you, like an instant exorcism.
About the dead being blessed, I cant suggest a reason since they have already served their time and gone to their Lord.
Muslims greet each other with Salaam alaikum wa rahmatullahi wa barakatuhu, which is like peace and the grace and blessings of Allah be on you.

Used to be when you sneezed, people thought that your soul was in danger of leaving the body and being snatched up by satan. Saying 'God bless you,' was a way of making sure the devil didn't get your soul.

The Church has always taught that prayers are efficacious for the dearly departed. Bless you when you sneeze is because of the belief that your heart stops for a second when you sneeze. In case it doesn't start again.

When I was in highschool, my teacher told me that some polytheistic religions believed you were sneezing out evil little sprites that were possessing you, and that is why they would say "bless you". Then again, he also tried to convince me once to eat chalk. It was a study of perception.

DUnno about God bless the dead..but my teacher told me why we say bless you when someone sneezes! Back in the days during the Black Plague, when someone sneezed they knew they were bound to die, so they said bless you!
