Is it true that every 23rd word in every 23rd page of the Bible is the word "hell"?

No.

Here are some indications of proof:
(1) There are a great numbers of translations of the Bible in almost every language. Phrases in these versions may use more or less phrases to say the same thing. Thus the word count is off.
(2) There are countless Bibles written on various size pages and with different type font. This will throw off the page counts.
(3) Some versions, like the New American Standard use other phrases for hell (like hades) and thus the number of times it is printed is limited (13 total out of 1730 pages in my NASB).
