TackleBargains.co.uk sells swivels in bags of 50. I don't see nice Sampo swivels there though.
Gerry'sFishing.com also sells them in large packs.
Jann'sNetcraft.com sells them as well.
Other than that I guess it's obvious that you just order from the normal fishing supply stores (BassProShops.com, Cabela's.com) and order a bunch.

Last time i needed swivels in any quantity I gave vinney a call over at
tackletogo.com. 305 854-0005 you need to call him ask for bulk sea striker swivels. We needed about 10 pounds of 1/0 175# and we had them in less than a week... hope that helps.

You say bulk, do you mean 100? or thousands??? If youre looking for thousands then you contact a tackle wholesaler. Who they are depends on where you are. Usually to buy from them you need a tax ID, wich if you need buck terminal tackle you probably need it for a business, so you may already have one.
If not, do like others said and look at Cabelas.
