If I paid a $500 deductible from a car accident in 2006. Does this qualify as a tax deduction?

As long as it wasn't adjudged to be caused by your willful negligence, you can take it as a casualty loss, less the applicable adjustments. See the section on casualty losses in the schedule A instructions.
