Without a righteous God there is not good and evil as your perceptions of such is a good as anyone else's.It is true in the animal kingdom. If there is no God you can eat your neighbor when you get hungry and only the strong survive. Whose righteousness should we consider? Society? It is easy to see societies have been wrong or evil before. Without a righteous example and judge it is every man for himself all we have is our own idea of righteousness.

I would say yes.
Murder of one person by another unjustifibly is an evil act.
People can have evil thoughts.

Human behavior can be evil but the humans themselves can not be evil. But the word 'evil' is very open to interpretation and it means different things to different people.

No. It's all about choices. You are free to make a choice. When you make that choice, you must be prepared to live with that choice, however, plus any outcomes of that choice and to accept responsibility. There is no pure good or pure evil as such, it's always about choice.

it's more complicated than that, ex. people can say "Saddam is evil" without really thinking about it, but what about when Saddam was an ally of the USA was he "evil" then or was he "good" then
