No, it is very highly unlikely. Heat makes alcohol evaporate, so it is the taste that it leaves behind. That is why they don't have to check your ID at a restaurant to serve you things like tequila chicken, Beef Burgundy, etc.

Can they be drunk when they eat something you cook with wine? Sure, they can be drunk, but probably not from the dish you prepared. Most of the alcohol in the wine will cook off as you cook, but not all of it. If your guest is allergic to alcohol then I would refrain from using the wine as there will be trace amounts of alcohol left, not enough to get drunk from, but enough to cause a reaction from someone with allergies.

MOST of the alcohol in wine breaks down/evaporates in extreme heat. There will still be some left over, but not near enough to get a person drunk, or even tipsy.

Alcohol dissipates with heat so it would take a large amount of wine cooked at a low temp for anyone to even get a small buzz

Alcohol is quite volatile, and generally when you cook with wine, as in use heat, the alcohol content will have mostly bee removed by the cooking process - it simply evaporates off. So the chances of becoming drunk from cooking are pretty slim.

Nope, not a chance. The alcohol evaporates at a much lower temperature than the water in the food. By the time you see steam coming off the food, the alcohol is already gone.

There is the potential of them being drunk, depending on the length of time the item was cooked. The alchohol is never cooked completely off, but neither is it as intoxicating as drinking a beer.

no. heat has the effect of reducing alcohol content, leaving the flavour of the alcoholic drink you used, but hardly any (if any at all) alcohol. Unless you use a whole bottle of something and give it a one-second lick with a blow torch, the alcohol evaporates out.
