How about incentives - reward those who produce the least rubbish with a Â£25 cut in council taxes. Anyone who makes the "green quota" gets the Â£25. If someone produces significantly more rubbish than they should be then they should be fined Â£25.
It's amazing what people will do for Â£25.

I assume you are "New Labour". The only options you come up with are criminalisation or stealth taxes.
