There's not too much you can do (you may have to throw the batch out) but here are some things to try:
1. Add extra tomato (so that you're diluting it down a bit). I'd go with crushed tomato if you have it.
2. Add a teaspoon of sugar or honey. Sweetness again will cut the heat.
3. Serve with a dollop of sour cream to cool your mouth

Water is not the answer. Add some cheese and a dollop of sour cream with your bowl. Eat it with some bread or crackers.
BTW. I am making chili right now. I added chorizo sausage, serranos and chipotles to mine. But we love it SPICY!

Hmm...if the food is too spicy you can rectify it either by adding some fresh cream or else you can add some yogurt (natural), or else tomato paste.

i'd suggest just adding more of the other ingredients, so it doesn't water down the taste or anything! so, add tomatoes along w/ its juice, add more onions or mushrooms or bell pepper (when cooked, they produce water).... add another can of beans...

Yes, all you do is put xtra flower in and it will take it away, if this makes the chili too thick just add a bit of water.
