I've been watching PR since 1993, and they have always been like that. It is always when they are morphed. The gestures are partially to show who is speaking, and partially to display their powers (like calling for the Zords).

The Power Rangers are pretty strange characters. They move their hands a lot when the are morphed up (or what ever it is they do) since you can't see their mouths move.
