Hmmm...sounds like something North Korea or Iran might do....but I am going to have to say Scotland.
Nobody will see it coming until it is too late.

I think Israel attacking Iran's nuclear program is the most likely. The US would probably use conventional attacks. Either country would say it was to prevent a war. Iran doesn't have nukes yet, but the clock is ticking and pressure building on this issue. If North Korea started a war, it would be a conventional attack to take over South Korea, nukes in reserve to deter the US from using nukes. India & Pakistan are not likely to use nukes in a border war, both sides also keeping them as a deterent.

The Israeli's. They already do whatever they want and never get sanctioned. Plus they lobby the U.S government very successfully.
