I know how to apply backgrounds but not borders....

Create a simple border

On the Drawing toolbar (toolbar: A bar with buttons and options that you use to carry out commands. To display a toolbar, press ALT and then SHIFT+F10.), click the Rectangle and then draw the rectangle the size you want on your slide.
On the Drawing toolbar (toolbar: A bar with buttons and options that you use to carry out commands. To display a toolbar, press ALT and then SHIFT+F10.), click the arrow next to Fill Color , and then click No Fill.
On the Drawing toolbar (toolbar: A bar with buttons and options that you use to carry out commands. To display a toolbar, press ALT and then SHIFT+F10.), click the arrow next to Line Color , and then click one of the colors below Automatic, or click More Line Colors to see more options.

Use a pre-designed border

On the Insert menu, point to Picture, and then click Clip Art.
In the Clip Art task pane (task pane: A window within an Office application that provides commonly used commands. Its location and small size allow you to use these commands while still working on your files.), search for borders.
Double-click the border in the result set that you want to use, and then copy, paste, rotate, or flip it to make it look the way you want.

Insert them from clip art, or a file, then double-click on the border, and change the fill to NO FILL. That should do the trick.

Please examine your MS-be conscious format, if u have contemporary version u can set the background. click on Fromat Menu and then Goto background. elect what kind of background u choose. For Border and coloration, goto format menu click on Border and Shading, and choose the layout u like.
