My 1st answer would be to put the clothes out of reach. But this may not be as easy as it seems cause Jack Russels have a way of finding what they want. Get a water pistol, fill it with water, and everytime you catch him in the act simply spray him in the face. This method has helped even the most difficult dogs to be obidiant. Make sure you have alot of thing that he CAN eat and chew, such as a kong toy. Encorage chewing the toys, discorage chewing your pants.
Hope I have helped!

I happen to own a Jack Russell Terrier and I once had a problem like this. A lot of times Jack Russells misbehave because they are bored so try playing with him more often or give him more excercise. Also, if this continues, everytime he bites your clothes, give him a firm NO and put him in his cage or somewhere else as a time out (make sure you catch him during the act). When he is in there look him straight in the eye (make sure you're not on his level) and say NO BITE. Repeat this everytime he bites even if its a little nibble to show him its a zero tolerence policy. I did it on my Jack Russell and now he rarely bites so I suggest you try it out.

Well, I'd start by making sure he can get to your clothes. This is not a flippant answer, just a practical solution.
As for why, you have to remember that dogs have a *much* better sense of smell that we do. Consider that you sit on your backside all day long grinding your smell into the fabric. Your scent will be stronger there than anywhere else. Further, not to be rude, but all it takes is one round of flatulence to give that area a residual scent that you dog will believe is "eude de' wonderful", not to mention the effects of that little drop of two of leakage that tends to happen with men after urination.

The dog can probably smell you on your clothes. Maybe if you spend even more time with the dog it will help. Or give him a special piece just for him that he can rip all he wants. Just be carefull to not teach him to rip other clothes. Also dont give the dog heaps of attention when he does it to the wrong clothes... you could be rewarding behavious you dont want

Either keep your clothes out of his reach or put him in a crate when you arent around.
Losing $300 worth of clothes wont seem like much of a big deal if your dog dies, which can very likely happen if he continues to eat your clothes.

put your clothes where he can't get them like everyone else has said. Feed him an all natural, hollistic food so he gets filled up faster, and maybe try a puppy kong. The rubber that puppy kongs are not meant to be chewed up, and there is an opening so you can put treats in it, the dog will try for hours to get the treats out, so maybe this way it will get his mind off of your shorts.

If you catch him in the act, punish him with a loud no or ah ah noise. and give him something else to chew on.
If you punish him, he knows it's wrong, but if you give him something else to chew on, he knows what the right thing to do is and he will know how to correct his behaviour.
Don't let him bite you even when you're playing, get him out of the habbit now!! Don't get rid of him!! You wanted a dog, so you gotta stick in there and train him!!

Try getting the dog interested in something else to eat - Like training him with cheese in one hand and and old pair of shorts in the other, only soak the shorts in vinegar or some other ugly tasting sauce.....he will soon get the idea.......
