I've always thought of a toy as a more casual practicioner as opposed to true incompetence, but I found this definition online:

TOY
An inexperienced or incompetent writer. Someone whose writing is either wack, who uses sucker tips, or whose style is just plain cheesy. One old definition of "TOYS" is that it stands for "trouble on your system".

A "toy" is commonly used to describe someone who has no style at all.But just like Cope2 said,"Someone can have mad style and still be toy."
I'd say that a toy doesn't really have to be someone who has wack style.It can be someone who knows nothing about the history behind graff or someone how has no respect for any other writer and their stuff
