Only if they both speak the Standard Arabic,i,e the language with which Quran was written. Or, if they both use the Egyptian dialect which is the most popular dialect because of the media.

Well I speak the syrian/lebanese dialect of arabic and I cannot understand one bit of the moroccan dialect. The Iraqi dialect is also very hard for me to understand. I am guessing that that mororccans cannot understand iraqis very clearly, but they can understand a couple of words.
