I'm trying to make cookies and all these recipes call for baking soda. That can't be right, right? Its baking powder

Soda -vs - Baking Powder in cookies
Soda will make your cookies spread on the baking pan . Baking powder will make your cookies poof up on the pan .
Most cookie recipes are acitic and soda neutralizes the acid and makes them spread.
so if you want thin cricpy cookies use soda .
If you want a thick poofy cookie use baking powder.
indeed most cookies are levened with Soda

It depends completely on the recipe you are using. Baking powder is actually baking soda with cream of tartar and corn starch added to it. You can use a combination of these ingredients to substitute baking powder but you can't use baking powder to substitute baking soda.

Substitution for 1 teaspoon commercial baking powder: 1/4 teaspoon baking soda, 1/2 teaspoon cream of tartar plus 1/4 teaspoon of cornstarch.

Cookies are usually made with baking soda. Not baking powder.

Cakes and other fluffy things are made with baking powder.

for cookies its probably baking powder. baking soda would be used in a cake.

I use both, depending on what the recipe calls for.

They both have different uses, so I highly recommend using what the recipe says to use.
