I just got back from Phoenix and had water guns on my carry on, TSA searched the bag but let me board without confiscating the toy.

Even if it's not expressly prohibited, I certainly wouldn't try to take it in carry-on. It not only looks like a weapon, but it also contains liquid--which in most cases is prohibited. It shouldn't be any problem to check it, though.

If you're planning on taking it as a carry-on..I doubt it...but, you can put in your checked baggage. The TSA will open your bag to see what it is.

no.. Not on board..
In your luggage.. I would declare it at the baggage gate 2 hours before your flight..
Also you could call the airline.
