It's a form of Japanese poetry constrained to 17 syllables, 5 syllables the first line, 7 syllables the middle line, and 5 more at the end. The purpose is poetry, as in art. Culture.
Here are some computer Haikus for your amusement:
Having been erased,

We'd tell you where, but then we'd

First snow, then silence.
This thousand dollar screen dies
so beautifully.
With searching comes loss
and the presence of absence:
"My Novel" not found.
A fault reduces
your expensive computer
to warm fragrant stone.
There is a chasm
of carbon and silicon
the software can't bridge.
Yesterday it worked
Today it is not working
Software is like that.
To have no errors
Would be life without meaning
No struggle, no joy.
No keyboard present.
Hit F1 to continue.
One hand claps loudly.
Rather than a beep
Or a rude error message,
These words: "File not found."
Serious error.
All shortcuts have disappeared
Screen. Mind. Both are blank.

That is an intriguing question. The purpose of poetry?
I was not aware poetry had to have a purpose --- that's the great thing about poetry.
Anyway, most Haiku, at least classical Japanese Haiku, are reflections on nature. I suppose the purpose is to create an appreciation of the natural world.
