You are partially correct
The first patent on a ballpoint pen was issued on 30 October, 1888, to John J Loud. But his invention had practical difficulties.
Slavoljub Eduard Penkala had invented a solid-ink fountain pen in 1907, a German inventor called Baum took out a patent in 1910. You can check out the link below if you need more details.

No. A Hungarian journalist named Laszlo Biro invented the first workable ballpoint pen in 1938. That's why it's called a "biro" in England. A type of ballpoint instrument was patented in the 1880's but it wouldn't work on paper. Penkala's invention was really a fountain pen with solid ink---not a ball point pen.

I heard it was that French guy BIC but it turns out he just made it cheap and affordable. Wiki says a guy named Loud patented it in the 19th century.
