Keep a leash on the dog and reward it with treats whenever it does respond to your command to come.Longer training leashes are great to use for this sort of training.

It is, in my opinion, irresponsible to allow a dog out to wander the neighborhood. If you do not have a fenced enclosure for the dog, you need to take the responsibility of putting the dog on a leash and attending him when he needs to go outside.

Start with a leash and lead the dog around the yard. After he is comfortable, let him smell a treat and then have him go out. When he does it right, give him the treat!

Since it's a dog, and I'm not sure of your case, get his favorite object. Or, instead, try to take him out at his regular time of feeding, but donnot feed him. Instead, show him food when he needs to come, and praise him. Hopefully he'll get the concept.
