The wedding band is closest to your heart so it goes on the hand first then the engagement ring. During the ceremony you wear the engagement ring on your right hand.

In Mexico the wedding band is worn on top of the engagement ring, it shows you first got engaged and then you got married.

Traditionally, the wedding band goes on first ("closer to the heart"), then the engagement ring. But in reality, it's whatever looks better/is more comfortable. I wear my wedding band on the left hand, and my engagement ring on the right, because they're just too bulky to wear on the same finger.

wedding band first as symbolically its supposed to be closer to your heart then your engagement ring on top. Although during ceremony engagement ring should be worn on your right hand.
