Not all small dogs have the same temperament. Do some research and decide what breed will most closely fit your lifestyle before even considering adding to your family. Once you have done the research and have a specific breed in mind, contact your local rescues and shelters-please. Good luck!

Before I tell you where to look I will tell you where not to look.
The newspaper is back yard breeder and puppy mill paradise
Web sites are the same
Pet Stores are also the same and the puppies are inpossible to house break because they get use to going to the bathroom in the pet store.
Pick the breed you would like and search the AKC breeders directory. This is a list of GOOD breeders that breed for health and temprement. If you cant spend $1000+ on a dog then a shelter is for you because if you want a healthy dog this is what you are going to pay. If you find a 'breeder' for less then run away quick because quality breeders do health tests and that is why they charge so much.
Email if you have any questions I know tons of great breeders!

Local pounds and shelters often screen dogs for illness and make sure they are current on their vaccinations prior to adoption. If you want a lavishly expensive dog, you can buy direct from a breeder, but make sure you get a health certificate from the dog's vet stating that the dog is in good health.
Try any of these sites. They let you search by breed and/or by your city name or zip code to find pets close to you.

Try your local animal shelter they have a variety of dogs to choose from all shapes, sizes, and breeds you'll definitely finds one to suit your needs and they are all checked by vet's and are only adoptable if they have a clean bill of health it will also have had it's shot's done and if old enough it will already be spayed or neutered and if it's not old enough some places give you a voucher to have the surgery done with little or no cost to you> Hope you find a good companion!!

Try the link in my source list. You can search for small dogs in your area.
Also check out your local animal shelter and ask if they have any small dogs that are healthy and don't have behavior problems.

Look into shelter dogs, they don't cost much and there's small application to fill out. Please don't buy a from a pet store, there are so many dogs needing homes. Petco is a good place to meet and greet local shelter dogs.

My suggestion is to go to your local animal shelter and adopt. They have numerous small dogs; many of them purebred. The advantages are:
1.) You generally get your first set of shots and/or a spay/neuter included in the price
2.) you can get whatever age/breed you are looking for
3.) you might get one that already has some training
4.) they may already be temperament tested
5.) and most important; you are saving a life
Good luck!

I agree with everyone who replied "animal shelter." The website petfinders.com is great. You can narrow the search by breed, gender, size, age, and location. I found my dog through petfinders.com.

look for breeders in your local paper. Ideally, the breeder should have both parents and be willing to show you the kennel space. Avoid pet stores and puppy mills.
A good breeder is careful not to inbreed or overcrowd their kennels just to maximize profit.
